The Sacramento County Conflict Criminal Defenders (CCD), by Court appointment, provides legal representation to criminal defendants who are financially unable to retain counsel. The Sacramento Superior Court appoints CCD to cases where the Public Defender cannot provide representation because of a conflict of interest or insufficient staff.

Attorneys who are active members of the Sacramento County Bar Association Indigent Defense Panel are assigned to provide representation, based on the complexity of the case and experience of the attorney.
